I believe this arrow is a fragment of a 19th century weathervane

When formed into a circle

now completely alligatored so as to give this black cat a quire an electric and rather ghoulish guise

7 7/8" tall x 4 1/4" wide (at base) x 2 1/4" deep

Pretty fun to see that students received grades in hygiene
